Update on the labor market in Ukraine

According to ХВИЛЯ: The State Statistics Service of Ukraine updated the information on the labor market for October 2025, noting an increase in the average salary and significant wage arrears. The average salary across Ukraine in October 2025 is UAH 26,913, which is 1.1% more compared to September 2025.

As of November 1, 2025, the total wage arrears in Ukraine reached UAH 3.7 billion. The highest average salary was recorded in Kyiv – UAH 40,738. Luhansk region ranks second with an average salary of UAH 30,675, while Dnipropetrovsk region takes third place with UAH 27,892.

Regional differences in salary levels

At the same time, the lowest average salary is observed in Chernivtsi region – UAH 19,343. Kirovohrad region has an average salary of UAH 19,920, while Chernihiv region has UAH 20,561. It is important to note that the average salary in the information and telecommunications sector is the highest in Ukraine, amounting to UAH 65,047, while in education, the lowest average salary is UAH 16,984.

The average salary indicator for pension calculation as of October 2025 is UAH 21,578.46. Since the beginning of the year, the average salary has increased by more than UAH 2,918. For comparison, in September 2025, this indicator was UAH 21,190.31, and in August – UAH 19,813.71. Thus, there is a gradual increase in the average salary in Ukraine, although the issue of wage arrears remains relevant.

The increase in the average salary in Ukraine indicates some improvement in the economic situation; however, significant wage arrears remain a serious problem for many workers.

The presence of large regional discrepancies in salary levels highlights the uneven economic development across different regions of the country, which may impact labor migration processes and the overall social climate in Ukraine.
