How many Ukrainians are abroad in autumn 2025 - the response of the Minister of Social Policy

Approximately 5–6 million of our citizens currently live outside Ukraine. This estimate was provided by the Minister of Social Policy Denys Uliutyn in a comment for Novyny.LIVE, noting that the government is working on creating a strategy to bring Ukrainians back home.

According to the minister, the situation with migration remains complicated; however, the authorities understand the main reason that hinders return - safety.

«We all understand that one of the key cornerstones of return is the security situation», - emphasized Uliutyn.

The government is preparing a long-term program that should include not only security measures but also economic incentives, social guarantees, and job support for those who decide to return.

Return Plan for Ukrainians

According to preliminary data from the Ministry of Social Policy, several departments are working simultaneously on returning citizens - in particular, the Ministry of Economy, Education, and Health. The authorities want to create conditions that help people reintegrate into life in Ukraine after a long stay abroad.

Why Ukrainians Stay Abroad

Key reasons include military risks, the lack of stable jobs in regions where hostilities continue, and educational and social opportunities that Ukrainians have received abroad.

The Ministry of Social Policy notes that the main goal of the government is to make Ukraine safe and attractive for those who were forced to leave due to the war.
