American (CIA) and British (MI6) services reportedly gained unprecedented access to Kremlin plans and, from late October 2021, clearly articulated the threat of an offensive that would extend far beyond the Donbas region. Despite these warnings, Ukrainian leadership and European politicians refused to believe this scenario was possible. This intelligence failure highlights a recurring challenge in international security: convincing allies of imminent threats based on classified information.

US officials, including Eric Green, personally visited Kyiv in the autumn of 2021 to deliver urgent CIA memoranda. Even so, some Ukrainian military and intelligence personnel were forced to begin preparing for war on their own initiative. At the time, the head of the SBU, Ivan Bakanov, noted that before joining the security service, he too believed it was possible to negotiate with Russia, but the reality he encountered changed his mind.

The article emphasizes that despite these intelligence successes, there were also serious failures. First, while the CIA and MI6 correctly predicted the invasion scenario, they could not accurately forecast its outcome. An even more significant failure was that of European intelligence services, which refused to believe a full-scale war in 21st-century Europe was possible. US official Jake Sullivan noted:

"in his view, the evidence provided was exhaustive, but European partners remained convinced that such actions made no sense."

The consequence of these errors was that the Ukrainian government was caught completely unprepared for the impending assault. This led to last-minute concerns arising within Ukraine's military intelligence leadership, which were not adequately heeded. Thus, the disconnect between intelligence assessments and political decisions became a key reason for underestimating the threat from Russia.

The facts highlighted in the article underscore the critical importance of properly evaluating intelligence and maintaining effective communication between nations on security matters.
