Meeting Between Ruslan Stefanchuk and the LGBTQ+ Community

According to Главком: Ruslan Stefanchuk, the Speaker of the Verkhovna Rada of Ukraine, held a meeting with representatives of the LGBTQ+ community to discuss draft law No. 15150, which aims to recodify Ukraine's Civil Code. This legislative proposal was approved by parliament in its first reading back in April, and it has since garnered 15,328 amendments. The Code itself contains nearly 2,000 articles, highlighting the document's vast scope and complexity.

During the meeting, Stefanchuk outlined the parameters for refining the draft law, specifically citing Ukraine's Constitution-particularly Article 51, which establishes the foundations of marriage-as well as the consistent legal precedents set by the European Court of Human Rights (ECHR) and contemporary pan-European legal standards. He stressed the need to strike a necessary balance of interests within Ukrainian society.

'It is important for us to maintain an open and responsible dialogue on issues concerning human dignity, private life, and equality of rights,' stated Ruslan Stefanchuk.

He also added, '15,328 amendments have been submitted to the draft Civil Code. On one hand, the sheer number is impressive. But on the other hand: the Code consists of nearly 2,000 articles, so arithmetically speaking, that's about seven to eight amendments per article, which doesn't seem like much. We've seen draft laws where the number of amendments to a single article numbered in the hundreds.'

Public Reaction to the Draft Law

Notably, a petition opposing the recodification of the Civil Code gathered over 25,000 signatures within 24 hours, reflecting an active public debate surrounding this issue. Stefanchuk's meeting with LGBTQ+ community representatives marks a significant step in the process of discussing and refining legislative initiatives related to human rights and social justice in Ukraine.

The discussions around draft law No. 15150 and the strong public response indicate growing attention to human rights in Ukraine, particularly those of the LGBTQ+ community. As legislative proposals continue to spark controversy, the importance of open dialogue between state authorities and civil representatives becomes especially crucial for achieving societal consensus.

At the same time, the volume of amendments to the draft law underscores its complexity, which demands thorough analysis and consideration of diverse perspectives.

As the legislative process unfolds, the overwhelming number of amendments highlights the complexities of the proposed changes.
