Waves of fines for military conscripts who responsibly updated their data

According to hvylya.net: Ukrainian military conscripts are being fined for updating their mobilization data before the law No. 3633-IX came into effect. This law was supposed to promote fair accounting and combat evasion of mobilization, but in fact, it led to penalties for law-abiding citizens.

The Ministry of Defense reports that more than a million Ukrainians updated their information in the 'Reserve+' system before the law took effect, while another 60,000 did so personally. However, some of them received notifications of fines without warnings or individual analysis of the situation, even after completing the full accounting procedure.

In the 'Reserve+' system, an automatic mailing algorithm was effectively put into action, which does not take into account the specifics of individual cases. The formal basis for such decisions was the approaching deadline for administrative responsibility - July 17.

TCCs, which are overloaded with work, had no opportunity to manually verify all cases under conditions of mobilization and shelling. Together with the vague wording of the law, this led to unlawful penalties without guilt.

Accounting system: destroying citizens

Even before the war, the military accounting system in Ukraine operated on paper, without updating registers and reconciling data. The influx of thousands of Ukrainians into this system only exacerbated the chaos when the state could not synchronize accounting, shifting the responsibility onto citizens. Instead of reforming the system, lawmakers resorted to strict control and punitive mechanisms, which only undermined trust in the state.
