Three Minimum Salaries for Teachers: The Government Made a Negative Decision

The Cabinet of Ministers of Ukraine did not support the parliament's proposal for increasing salaries for teachers to the level of three minimum salaries. Despite the fact that lawmakers included the relevant amendment in the draft state budget for 2025, the government decided not to include it in the final document. This was reported by the head of the parliamentary Committee on Education, Science and Innovation, Serhii Babak.

Teachers' Salaries Again Left Unchanged

As reported by the head of the parliamentary Committee on Education, Science and Innovation, Serhii Babak, this decision was a serious disappointment for the educational community. According to him, 2025 could have been the first year when the state would fulfill the norm of the Law on Education, which guarantees that teachers' salaries would not be lower than three minimum wages.

Two key amendments were submitted to the budget project:

• regarding changing the model of teachers' pay;

• regarding including funds in the educational subvention to raise the prestige of the teaching profession.

Both proposals were supported by parliament, but the Cabinet of Ministers left them unattended, limiting themselves to the wording about the 'possibility of further consideration.'

Education Cannot Wait

Serhii Babak emphasized that postponing this decision is a mistake that could lead to an even deeper staff crisis in schools:

“Youth no longer wants to enter the profession, and experienced teachers are changing jobs. If action is not taken now, in a year or two there simply will not be anyone to teach our children. Education cannot wait for 'later.'”

He also stressed that further bonuses do not solve the problem systematically. The loss of motivation among teachers and the outflow of personnel threaten the quality of education and public trust in government policy in this area.

Currently, the government promises to return to the issue of increasing salaries for educators in the future, but does not specify any deadlines or financial calculations.
