New Options for Verifying Employment History

According to ХВИЛЯ: Ukraine's parliament, the Verkhovna Rada, has passed a law that significantly modernizes the process for confirming work history for state pensions. This reform, enacted as Law No. 13705-D on April 9, 2026, expands the use of electronic registries and establishes alternative verification methods, moving away from the traditional reliance on paper work record books. This change is part of a broader digital transformation of public services in the country.

Key Provisions of the New Legislation

The new legislation allows citizens to prove their employment history without presenting a physical work record book. A major goal is to simplify pension applications, particularly for individuals who worked for companies that failed to fulfill their legal obligation to pay the Unified Social Contribution. Periods of official employment where such contributions were not paid can now be counted toward one's pensionable service under two conditions:

  • if the employing enterprise has officially recognized debt for those periods;
  • if the employer submitted relevant reports for those periods.

The law will take effect three months after its official publication and signing by the President. A crucial transitional period for digitizing existing paper records is set to conclude on June 10, 2026, after which citizens will be able to access their employment data electronically.

Furthermore, the law provides alternative pathways for confirming work history if data is missing from the official registries. Citizens may submit supporting documents like extracts from employment orders, archival certificates, or payroll records. Testimony from at least two witnesses can also be used as proof, with a court ruling serving as a final recourse if other methods are unavailable.
