This visit coincides with the inaugural Carpathian 8 Summit (C8), which brings together countries from the Carpathian region to address regional cooperation and bilateral relations.

Tusk highlighted that Russia’s air strikes targeting Ukraine are systematic, focusing primarily on the country’s energy infrastructure and industrial capabilities. These attacks have frequently occurred dangerously close to Poland’s border. For instance, on the night of September 13, a gas station near the Yagodyn border crossing in Volyn was damaged. The same day, Russian forces launched an attack on a passenger train locomotive just two kilometers from the Polish frontier.

Earlier, on September 10, Tusk warned of expected Russian assaults on border checkpoints between Poland and Ukraine. On September 17, a rocket-powered drone was spotted approximately 10 kilometers from the Poland-Ukraine border, with investigations ongoing regarding whether it was shot down or struck its target. In response to these threats, air raid alerts were issued in the Lublin and Subcarpathian regions of Poland, and Polish fighter jets were scrambled. Additionally, processing of documents at Polish-Ukrainian border crossings was temporarily suspended.

Tusk emphasized the necessity of showing solidarity during this turbulent period.

“I came here primarily to demonstrate that Ukraine is not alone. Difficult and challenging weeks and months lie ahead for all of us, not just Ukraine. At this moment, solidarity must be clearly expressed,”

he stated.

He further noted,

“This war is aimed at exhausting the economy, and it appears to be entering a critical phase.”

Tusk criticized Russia’s belligerent attitude in negotiations, saying, “Russia is acting aggressively and unwillingly toward reaching any agreements.” He added that “we are discussing potential scenarios, not certainties. Poland and other nations must be prepared for multiple outcomes, including more severe ones.”

Tusk’s visit underscores the increasing significance of regional security amid escalating Russian aggression.
