Strict rules for social housing in Germany

According to УНІАН — Туризм: In Berlin, the district administration has ordered the removal of a shower cabin from a social apartment in Kreuzberg - the installation was not approved. Authorities believe that such a change could impact rent prices. Tenant Kasper I., 43, has lived in this apartment for about ten years; he tried to contest the order but to no avail.

The cabin was installed by the landlord since there was a shortened bathtub in the apartment. However, permission for the renovation was not obtained. When the owner tried to officially legalize the work done, the district authorities demanded the shower be demolished. At first, the man thought the letter from officials was a mistake or someone’s joke, but later realized the seriousness of the situation.

The removal took six days

The removal of the shower cabin took about six days and was carried out by a specialized company. All costs fell on the landlord. The rent remained unchanged at 970 euros per month including utilities. Kasper I. commented on the situation:

'Where and how am I supposed to use the toilet or take a shower in the morning - that is not for the district administration to decide. It is absurd!'- Kasper I.

In areas like Kreuzberg, approval may also not be granted for:

  • the installation of a fireplace,
  • underfloor heating,
  • an additional bathtub or shower,
  • the merging of small apartments.

Social housing laws are designed to contain rising rent prices, so residential properties cannot be converted to commercial use without permission. The situation shows how strict the control in this area is. For those unfamiliar with the German system, it is important to understand: even improvements that enhance comfort can be viewed as a reason for increasing housing costs, and bureaucratic concerns can take precedence over everyday wishes.
