In state agencies of Ukraine, salaries exceeded 100 thousand UAH: where the highest payments were in July

The average accrued salary of employees of central executive authorities in July 2026 amounted to 66.22 thousand UAH. This is 5.6 thousand UAH more than in July last year. In certain state agencies, the average salary exceeded 100 thousand UAH. This is reported by the Judicial and Legal Newspaper citing data from the Ministry of Finance.

The Ministry of Finance explains the seasonal increase in payments, in particular during the vacation period, when employees are granted monetary assistance for health improvement.

The highest salaries in state agencies of Ukraine in July 2026

The top five central state agencies with the highest average accrued salaries included:

  • NERC - 121.1 thousand UAH;

  • The Office of the Verkhovna Rada of Ukraine - 116 thousand UAH;

  • NABU - 105.2 thousand UAH;

  • The Ministry of Digital Transformation - 95.3 thousand UAH;

  • The Antimonopoly Committee of Ukraine - 93 thousand UAH.

Thus, the average salary exceeded 100 thousand UAH in three of the five leading state agencies. The highest figure was recorded at NERC - 54.88 thousand UAH more than the average salary of employees of central executive authorities.

Judges' salaries in July 2026 reached an average of 743 thousand UAH

Separately, the Ministry of Finance provided data on judicial remuneration. In higher judicial authorities, the average figure in July reached 743.55 thousand UAH. This refers to data regarding the Constitutional Court, the Supreme Court, the High Council of Justice, the High Anti-Corruption Court, and the High Qualification Commission of Judges.

In local general courts, the average accrued judicial remuneration was 120.3 thousand UAH.

The total actual number of employees in state agencies in July 2026 amounted to 165.4 thousand persons, which is 1.9 thousand less than a year earlier.

Of these, 108.4 thousand worked in central level state agencies along with territorial subdivisions, 23 thousand in local state and military administrations, and another 34 thousand in judicial authorities.

It is reminded that in Ukraine the minimum salary is twice less than in Moldova.
