The Polish government is preparing changes to the taxi operating rules, which could significantly affect thousands of foreigners, including Ukrainians. The new draft law includes additional checks for drivers from countries outside the European Union and the European Free Trade Association, as well as increased market control over passenger transport. This is reported by InPoland.

New taxi driver rules in Poland

The Polish Ministry of Infrastructure proposes to change the procedure for obtaining passenger transport licenses.

The main innovation concerns citizens of third countries. To obtain a work permit for taxi driving, they will need to provide a certificate of no criminal record not only from Poland but also from their country of origin.

The Polish government explains that currently law enforcement agencies can verify criminal record information only in Poland and EU countries through the ECRIS system. For citizens of countries outside the European Union, access to such data is limited.

Poland wants to strengthen control over the taxi market

The draft law also includes changes for transportation companies.

In particular, it is planned to complicate the use of license copies and the transfer of permits between different entities. The authorities believe this will help combat schemes where carriers continue to operate through other firms after losing the right to provide services.

The authors of the document emphasize that the new mechanisms are intended to increase the transparency of the market and the level of passenger safety.

What other restrictions could be introduced

The discussion around strengthening the rules for taxi drivers has intensified after a high-profile accident near Warsaw that resulted in the deaths of two people.

At the same time, additional requirements for taxi drivers are being discussed in Poland. Among the possible innovations:

  • confirmation of knowledge of the Polish language;

  • having a driver's license for at least three years;

  • verification of practical driving skills.

Currently, we are talking about a draft law, so the final list of requirements may change during the further consideration of the document.

It should be noted that Polish workers are among the most loaded in the European Union. In 2025, the average working week in the country was 38 hours, significantly exceeding the average in the EU.
