In Poland, every household will be checked for the number of residents
New rules for checking households eligible for government subsidies are being prepared in Poland. Local authorities will gain access to additional state registers to verify how many people actually reside at the specified address. In some cases, officials will even be able to interview neighbors. This is reported by InPoland citing the Polish Ministry of Climate and Environment.
Poland changes the rules for checking participants in the "Clean Air" program
The proposed changes concern the state program "Clean Air," under which citizens can receive funding for housing modernization and enhancing energy efficiency.
The amount of assistance depends on the income level and the number of people living in the household. That is why Polish authorities want to acquire more accurate tools for checking the data submitted by applicants.
The Ministry of Climate and Environment explains that new mechanisms should help to identify violations and prevent the unauthorized receipt of state funds.
What data officials will be able to verify
After the changes are adopted, officials will gain access to a significantly larger set of information from state databases.
For checks, information will be used from:
-
the residents register;
-
data on waste collection fees;
-
ZUS and KRUS systems;
-
the tax administration.
Comparing information from various sources will allow officials to determine whether the data in applications correspond to the actual situation.

In case of doubts, neighbors may be interviewed
The bill also provides additional ways to verify information. If discrepancies arise between the registers or doubts about the accuracy of the data appear, local authorities will be able to conduct further inquiries.
The Polish government plans to adopt the relevant changes during the second quarter of 2026. It is expected that the new rules will help reduce the number of abuses and make the system of distributing state subsidies more transparent.
We remind you, Ukrainians in Poland need to update their PESEL UKR by August 31, 2026.
