Ukraine’s Water Sector Financing System

According to Мін. Економіки: Ukraine is developing a modern financing framework for its water sector based on European principles. As part of this effort, a training seminar was held with support from international partners of the EU4Green Recovery East program, where France’s approach to water funding was examined. The model rests on two core principles: 'the polluter pays' and 'water pays for water.'

The proposed system requires annual public reporting on the cost and quality of water supply and wastewater services. Ukraine’s Ministry of Economy has drafted a Strategy for Cost Recovery in Water Services, which is designed to align with the EU’s Water Framework Directive.

This initiative aims to boost the efficiency of water resource management in Ukraine and adapt European practices to local conditions.

This commitment is evident as the country has begun practical preparations for accession negotiations, which will further align its policies and practices with EU standards. Such efforts not only promise to enhance water resource management but also pave the way for comprehensive reforms across various sectors.
