According to ХВИЛЯ: In 2025, Ukraine climbed to seventh place in the global defense spending rankings, overtaking Saudi Arabia. The country allocated $84.1 billion to defense, equivalent to 40% of its gross domestic product (GDP) and 63% of total government expenditure. These figures come from the annual report by the Stockholm International Peace Research Institute (SIPRI).

Ukraine's defense budget increased by 20% compared to the previous year and by a staggering 1,501% relative to 2016. For four consecutive years, the nation has led the world in both defense spending as a share of GDP and as a share of government outlays. The government revised the 2025 budget twice, funneling an additional $17.7 billion into defense. International partners provided $52.2 billion to support Ukraine's state budget in 2025-the largest amount since the war began and an 11% rise from 2024. The primary funding source was G7 loans under the ERA program, totaling $37.9 billion.

Together, the United States, China, Russia, Germany, and India spent $1.686 trillion, accounting for 58% of global military expenditure. Worldwide defense spending reached $2.887 trillion in 2025, marking the 11th consecutive year of growth.

European military spending rose by 14% to $864 billion. Meanwhile, U.S. spending dropped by 7.5% year-over-year, while Russia increased its military outlay by 5.9% to $190 billion, representing 7.5% of its GDP. Russia's defense share of its state budget hit 20%, the highest level SIPRI has recorded for the country.
