Ukraine to Receive a Steady Monthly Supply of 12 Patriot Missiles Amid Challenges with Starshield and Ongoing De-escalation Talks, Says Zelensky
Patriot Missile Deliveries and Diplomatic Engagements
According to ХВИЛЯ: In 2026, Ukraine is set to receive an average of 12 Patriot missiles from the United States each month. However, President Volodymyr Zelensky revealed on October 27 that the country is deploying more missiles than it receives, with usage reaching 35 Patriot missiles in a single month.
Following discussions between the presidents of Finland and Norway-Alexander Stubb and Jonas Gahr Støre-and Russian President Vladimir Putin, Ukraine was informed of a potential meeting of technical teams planned for November. The agenda includes talks on de-escalating tensions in energy and maritime sectors, prisoner exchanges, ending the war, and the framework for a possible leaders' summit. Zelensky noted that the realization of such a meeting largely depends on the United States, whose focus is currently directed towards the Middle East.
War-Time Elections and Issues with the Starshield System
President Zelensky emphasized that Russia links territorial disputes with the war's conclusion and security guarantees. The U.S. has proposed various options, including:
- Creation of demilitarized zones;
- Decisions regarding the Zaporizhzhia nuclear power plant;
- Territorial exchanges;
- Establishing buffer zones on both sides of the Donbas contact line;
- Demilitarization of parts of the Kinburn Spit under Ukrainian control.
Progress on these proposals remains stalled.

Zelensky also pointed out Kyiv's current lack of preparedness for attacks. As a result, the prime minister has been tasked with forming a special coordination group comprising business and government managers.
Regarding the Starshield system, Zelensky reported that it has "stopped functioning," explaining that SpaceX controls its activation and deactivation. Nonetheless, intelligence sharing with the U.S. has resumed, marking a positive development.
Potential candidates for the Ukrainian ambassador to the United States include Yulia Svyrydenko, Dmytro Kuleba, and Pavlo Palisa. However, Palisa declined the nomination, requesting to return to front-line service instead.
Ukraine's current situation remains complex, presenting numerous urgent challenges that require immediate attention.
The high consumption rate of Patriot missiles highlights the intense pressure on Ukraine's defense capabilities amid ongoing conflict. Meanwhile, diplomatic initiatives, including possible meetings among involved nations, reflect the international community’s continued efforts to find pathways toward easing tensions. It is critical for the U.S. and its allies to support Ukraine not only militarily but also through diplomatic channels that could help stabilize the region.
In light of ongoing military challenges, the Ukrainian leadership is exploring strategic options to bolster defense capabilities. Recently, President Zelensky proposed a potential exchange with the U.S., suggesting a halt to attacks on Russian diesel in return for increased supplies of Patriot missiles.
