According to ХВИЛЯ: Political analyst Yuriy Romanenko stated that Ukraine views the military exercises in Belarus, involving approximately 67,000 personnel, as a coercive tactic. In response, the Ukrainian government has shifted its strategy, now applying symmetrical pressure on Minsk. According to Romanenko, these new threats have pushed Kyiv toward more assertive measures, after previously avoiding provocative actions to avoid antagonizing Belarusian President Alexander Lukashenko.

Should Russian or Belarusian forces launch an invasion from the north, Ukraine is prepared to cross into Belarusian territory and declare the reinstatement of Sviatlana Tsikhanouskaya as the legitimate president. Romanenko emphasized that Tsikhanouskaya is recognized worldwide as the rightful leader of Belarus.
