Europe's Security Architecture and Ukraine's Role in 2025

According to МЗС: In 2025, Ukraine became an important part of Europe's security architecture, as evidenced by specific decisions and steps towards European integration, as well as military and financial support from the EU. Foreign Minister Andriy Sybiha summarized the year, noting that the future security architecture of Europe is only possible with the participation of our state.

Throughout the year, four new sanction packages were introduced against the Russian Federation: the 16th, 17th, 18th, and 19th. The total amount of budget support to Ukraine from the EU in 2025 was about €28.8 billion. Additionally, the European Council decided to provide Ukraine with an EU loan totaling €90 billion for 2026-2027. Russian assets remain indefinitely frozen until full compensation for damages from aggression is made.

Military Support and Economic Integration

In the military field, 2 million artillery shells were delivered to Ukraine, and 19 thousand Ukrainian soldiers were trained. Key EU defense initiatives take into account Ukraine's interests, including the White Paper "European Defense – Readiness 2030." In 2025, a Support Instrument for Ukraine was created, amounting to €300 million for the development of the defense industry.

Ukraine's accession to the unified roaming zone of the EU was also secured from January 1, 2026. In 2025, 19 agreements between Ukraine and the EU were finalized or completed, indicating deepening trade and economic integration of Ukraine with the EU. Additionally, support for Ukraine's energy resilience was ensured, and the international legal framework for cooperation between Ukraine and the EU was expanded.

The results of 2025 demonstrate not only the strengthening of Ukraine's position in the European security architecture but also significant progress in bilateral relations with the European Union.

Military and financial support from the EU, as well as the continuation of sanctions against Russia, indicate a clear strategic line of Europe in countering aggression. Deepening economic integration and energy cooperation also underscores the importance of Ukraine as a key partner for the EU in ensuring stability in the region.
