Ukraine Holds Talks with International Commission on Missing Persons

According to МЗС: On February 3, Ukrainian Deputy Foreign Minister Oleksandr Karasevych met with a delegation from the International Commission on Missing Persons (ICMP). The discussions centered on cooperation in locating missing persons, the progress Ukraine has made in this area, the challenges faced, and the need to formalize this partnership through a legal framework.

The official number of persons missing in Ukraine currently exceeds 80,000. The ICMP is supporting Ukraine by helping to strengthen its forensic and criminal investigation capabilities. A key topic of the meeting was establishing the ICMP's legal status within Ukraine and finalizing a corresponding agreement to solidify its operational role.

Advances in Addressing the Missing Persons Crisis

The Commission acknowledged several areas of progress, including:

  • The establishment of a comprehensive search system;
  • The application of modern identification methods, such as DNA analysis;
  • The development of integrated data management systems.

Close cooperation between state authorities, civil society, and the families of the missing is a vital component of this effort.

The ICMP also plans to support the development of laboratory infrastructure, the conduct of post-mortem examinations, and the proper documentation of evidence of injuries and torture. The primary goals of the ongoing collaboration are to support the families of the missing, address the humanitarian consequences of the war, and ensure justice and accountability for crimes committed.

A top priority for Ukraine's Ministry of Foreign Affairs remains upholding the rights of prisoners of war, organizing prisoner exchanges, and searching for missing Ukrainian defenders and civilians. The scale of this issue is a direct consequence of Russia's full-scale invasion, which has created a vast and complex humanitarian challenge.

This meeting underscores the severity of the missing persons crisis in Ukraine amid the ongoing conflict. Cooperation with international organizations like the ICMP is a crucial step toward improving legal frameworks and providing support to affected families. Resolving this issue requires a comprehensive approach encompassing legal, medical, and social assistance, as well as securing justice for victims of violence.
