Ukrainians in Occupied Territories Will Receive 2 Million: Who is Eligible for Compensation
Ukrainians whose homes were destroyed due to the war in temporarily occupied territories have the opportunity to receive financial compensation from the state. The Cabinet of Ministers approved resolution No. 1176 on September 22, 2025, which establishes the procedure for providing such payments.
According to this document, the compensation will be issued in the form of a voucher, with a maximum amount of 2 million hryvnias. This money can be used to purchase new housing, pay a down payment on a mortgage, or repay an existing mortgage loan. Applications for compensation can be submitted via the 'Diia' portal or mobile app after November 22.
Conditions for Receiving Compensation
Citizens who do not have their own housing in the territory controlled by Ukraine and agree to transfer the state the right to claim against Russia for the amount of received assistance have the right to receive compensation. Purchasing housing from close relatives is prohibited, and selling the purchased housing will be possible only after five years. If the cost of the new housing exceeds the amount of compensation, the difference must be paid independently. If the funds are not used for their intended purpose, the payment will also need to be reimbursed.
Providing compensation for Ukrainians whose housing has been destroyed in occupied territories has become possible thanks to the adopted resolution of the Cabinet of Ministers. Citizens who meet the established conditions can receive support to restore their housing and improve their lives after the war events.
