Study Tour to Stockholm

According to Мінфін: In March, a Ukrainian delegation visited Stockholm on a study tour under the Polaris Program to examine Sweden's multi-level governance system. The visit provided participants with practical insights into key areas, including:

  • the distribution of authority across different government tiers;
  • the financing mechanisms for local self-government;
  • horizontal equalization measures;
  • the application of data in planning processes;
  • the development of public service provider networks.

The delegation included representatives from Ukraine's Ministry of Finance: Inna Harts, Deputy Director of the Department of Humanitarian Sphere Budget Expenditures, and Zorina Peroshchuk, Deputy Director of the Department of Intergovernmental Fiscal Relations and Local Budgets. The visit also involved participants from the Verkhovna Rada (Ukraine's parliament), central executive bodies, specialized agencies, and associations of local self-government bodies.

Focus Areas of the Study Visit

During the study tour, Ukrainian experts concentrated on several critical aspects of governance, such as:

  • the delineation of powers between different levels of authority;
  • financial support for local self-government;
  • horizontal equalization;
  • leveraging data for strategic planning;
  • building effective networks of public service providers.

This visit represents a significant step toward improving Ukraine's local governance system. Sweden is widely recognized for its efficient and decentralized public administration, offering a valuable model for reform.
