Study Reveals Poor Government Task Completion Rates

According to ХВИЛЯ: Political analyst Vitaliy Kulik presented research findings indicating a low rate of compliance with government directives by ministries, alongside shifts in public behavior. During an interview with political scientist Yuriy Romanenko, Kulik noted that one ministry has fulfilled only 23.5% of its government-assigned tasks, while another ministry's performance is even worse at a mere 7%.

These figures highlight severe issues in public administration and the execution of state obligations. For context, this is a longstanding challenge; back in 2013, the non-compliance rate with government directives was approximately 70%.

Nearly a third of the working-age population, specifically 32.7%, has been uprooted from their normal environment due to mobilization or forced emigration. According to Kulik, this leads citizens, when confronted with difficulties, to 'sever ties with the state and retreat inward, going into hiding.'
