The government has taken measures to strengthen the requirements for including goods in the list with confirmed localization to protect domestic manufacturers from pseudo-localized imports. Now, manufacturers who want to sell their products through state procurement must provide more documents to confirm that their products contain at least 25% of the Ukrainian component of the cost.

This is the second update of the localization rules in public procurement, aimed at avoiding situations where goods are pseudo-localized and presented as Ukrainian products. We want to support genuine Ukrainian manufacturers in state procurement.

The new requirements for manufacturers include additional documentation, such as tax documents, technological operations, product testing, and confirmation of the availability of necessary resources and personnel. The Ministry of Economy has received new powers to verify manufacturers' documents and analyze the inclusion of goods in the localization list.

Now, the permitting requirements for localization have become stricter, and manufacturers must provide more evidence of the Ukrainian origin of the products they sell through the Prozorro system.
