The government approved a recovery plan for Ukraine for 3 years: what will change in the regions
According to hvylya.net: The government has approved the Action Plan for 2025-2027, which includes 101 points regarding the comprehensive recovery of regions, starting from the reintegration of de-occupied territories and ending with the creation of modern social infrastructure in communities. This was reported by the Ministry of Community and Territorial Development.
The Action Plan contains specific steps for the recovery and development of Ukraine in wartime and is structured around three strategic goals: the formation of a cohesive state, improving the competitiveness of regions, and enhancing effective governance. Deputy Minister of Community and Territorial Development Oleksiy Ryabikin emphasized: 'The adoption of this Plan is a logical continuation and practical implementation of the objectives of the State Regional Development Strategy for 2021-2027.'
This is the roadmap for the recovery and development of Ukraine for the next three years, which will ensure the coordination of efforts at all levels of government to achieve sustainable and inclusive development of each region of our country.
The key directions of the Plan lie in stimulating the development of territories and the reintegration of de-occupied lands, ensuring quality public services in the fields of education, healthcare, culture, and social protection, as well as in the social protection of war veterans and internally displaced persons.
Economic development and social protection
The document provides for the establishment of a network of institutions and services, including the creation of 4500 safety classes in educational institutions, 800 thousand square meters of social housing, as well as mental health centers and safety centers in communities. Particular attention is paid to the development of the economy of regions through the creation of new jobs, attracting investments, developing tourism, and implementing digital technologies.
The Plan has been developed for the implementation of the State Regional Development Strategy for 2021-2027, approved by the government in 2020 and updated in August 2024. This Plan is designed for 3 years and includes 101 tasks with clear performance indicators, implementation timelines, and funding sources from state and local budgets, as well as international sources. The approval of the action plan is one of the key recommendations of the EU regarding Section 22 'Regional Policy and Coordination of Structural Instruments.'
