The government has simplified the confirmation of localization for businesses: what has changed in procurement

According to Мін. Економіки: The government has decided to make life easier for domestic manufacturers so they can more quickly and easily confirm the origin of their products for participation in state procurements. Now it is only necessary to have an optimal list of documents that will be simple for businesses, while at the same time providing a high level of protection against unfair competition. This decision was made at a Cabinet meeting on December 19.

Among the innovations:

• reduction of the complexity of the tax reporting submission procedure - manufacturers can now provide a tax calculation without unnecessary additional documents;
• cancellation of the requirement to submit a product testing protocol, which allows avoiding excessive bureaucracy.

Strengthening requirements for localization confirmation

In October 2025, the government increased the requirements for confirming the origin of products for state procurements by expanding the list of mandatory documents and verification means.

Therefore, now Ukrainian manufacturers can easily participate in state procurements, simplifying procedures and increasing their protection against unfair competitors.
