According to ХВИЛЯ: The Cabinet of Ministers of Ukraine has eased the procedures for using and tracking narcotic painkillers by combat medics operating on the front lines. Under these updates, the regulations governing the purchase, transport, storage, dispensing, use, and disposal of narcotic substances have been overhauled. A key change is the complete elimination of civilian medical reporting forms in active combat zones, which simplifies both record-keeping and oversight of these medications. This reform aims to cut red tape and allow medics to focus on saving lives rather than paperwork.

The primary tool for documenting the administration of narcotic analgesics is now the Wounded Soldier Card. This innovation, along with other adjustments, will remain in effect for the entire duration of martial law and for 60 days after its official termination or revocation. These measures are designed to enhance the effectiveness of medical support for military personnel operating in combat areas.

Defense Ministry Gets New Authority and Updated Standards

Furthermore, the Ministry of Defense has been granted the authority to independently set requirements for the supply of narcotic drugs, psychotropic substances, and precursors within military units. These changes apply to units stationed on the front line and in temporarily occupied territories of Ukraine. It has been recognized that peacetime standards-such as using special safes and guarded storage rooms-are simply not feasible in field conditions.
