Government Allocates $3 Billion for Boilers and Launches Infrastructure Protection Initiative

According to Главком: Prime Minister Yulia Svyrydenko chaired the ninth session of the coordination center, where discussions focused on implementing regional resilience plans. During the meeting, deadlines were set for completing the first phase of critical infrastructure protection construction, which must be finished by June 1. The list of facilities covered under the resilience plans was updated, and further work was approved in line with the 'Fortress Country' concept.
Funding Measures and Regional Needs
A total of 22.1 billion UAH has been allocated for physical protection measures, with 8.9 billion UAH already spent.
“We have already directed 22.1 billion UAH toward physical protection measures, of which 8.9 billion UAH has been used. The funds are going to complete transitional projects and advance payments for new facilities identified in the plans,” stated Yulia Svyrydenko.
In early April, the government provided regions with 424.8 million UAH to connect 70 block-modular boiler houses with a total capacity of 316 MW. Installation of these boiler houses is scheduled to start on June 1. Since March 1, under the resilience plans, 319 MW of distributed generation has already been brought online, and installation of gas generator sets with a total capacity of 541 MW has begun. By the end of the year, an additional 1.5 GW of capacity is planned to be added.
According to available data, the greatest need for backup power supply at facilities is observed in:
- Kyiv
- Dnipropetrovsk region
- Kharkiv region
- Kyiv region
- Sumy region
The Cabinet of Ministers has also allocated 3 billion UAH from the reserve fund to install 216 block-modular boiler houses. The government is initiating the creation of a national reserve of autonomous generation, which will include mobile power plants, cogeneration units, boiler houses, transformers, and other equipment.
“We separately reviewed the provision of backup power sources for heat and water supply facilities. Currently, the greatest need remains in Kyiv, Dnipropetrovsk, Kharkiv, Kyiv, and Sumy regions. I instructed the Ministry of Development to keep this issue under constant supervision. Systematic preparation for winter remains one of the government's key priorities,” emphasized Yulia Svyrydenko.
The discussions at the coordination center meeting indicate an intensification of government efforts to enhance regional resilience and protect critical infrastructure amid modern challenges. Ensuring backup power sources is particularly important in the context of energy security, which is a priority for the government, as it will contribute to the stable operation of vital facilities in regions with the greatest need.
