Over 22 Billion UAH Allocated by Government to Shield Critical Infrastructure
Coordination Center Meeting
According to Кулеба: Chaired by Prime Minister Yuliia Svyrydenko, the Coordination Center for implementing regional resilience plans held a session. During this meeting, it was revealed that the state has allocated 22.06 billion UAH for the physical protection of critical infrastructure assets. Of this amount, 17.3 billion UAH-nearly 80%-has already been transferred to the accounts of key recipients, including regional military administrations, the Recovery Agency, and Ukrzaliznytsia.
Funding and Implementation Plans
The Volyn, Rivne, Ternopil, Kirovohrad, and Kherson regions have fully utilized their allocated funds. Starting June 1, Ukraine will launch the second phase of work, which involves constructing protective walls at energy and critical infrastructure sites. Simultaneously, projects are underway to install block-modular boiler houses, expand distributed generation, and provide backup power for heat and water supply systems.
- As of today, communities already have 70 block-modular boiler houses with a total capacity of 316 MW, and the government has allocated 424 million UAH in advance payments for their installation.
- The total need for backup power sources for heat and water supply systems stands at 1,210 MW, with over 69% of the required backup capacity currently secured.
To oversee the execution of resilience plans, the Ministry of Development has introduced a multi-level monitoring system. This includes online reporting, inspections by the State Service for Special Communications and the State Emergency Service, video surveillance of construction sites, and adherence to project timelines. Yuliia Svyrydenko urged regions to accelerate their planned measures, emphasizing that timely completion is critical to safeguarding critical infrastructure.
This government initiative forms a vital part of the national security and resilience strategy in the face of contemporary challenges.
Such monitoring and control of budget expenditures aim to ensure project effectiveness, which in turn will enhance the reliability of the country's critical infrastructure. Consequently, the successful implementation of these measures significantly impacts regional stability and preparedness for potential future threats.
In light of the significant funding allocated for infrastructure protection, it is important to note similar efforts underway globally. For instance, a recent initiative has seen an impressive commitment of $12.85 billion aimed at safeguarding 209 critical sites. This highlights a growing recognition of the need to strengthen infrastructure resilience, which is crucial for national security and public safety.
