Funding for School and Kindergarten Shelters Approved
According to Главком: The Ukrainian government has approved a major funding package for the construction of protective shelters in schools and kindergartens. This initiative is part of a broader national effort to enhance the country's civil defense infrastructure. In a related move, President Volodymyr Zelenskyy has signed Law No. 4778-IX, which mandates the construction of shelters in all new residential buildings and infrastructure projects.
Targets for 2026
Plans for 2026 include the construction of 113 school shelters, with a total budget of nearly 5 billion hryvnias. As noted by Yuliia Svyrydenko, an initial allocation for 30 other projects was already distributed in March. The repairs and construction of shelters in general secondary education institutions are financed by local communities using state subventions and with support from international partners, notably through a joint program with the World Bank. This funding is crucial for protecting educational continuity in a nation under constant threat of aerial attacks.
The allocated funds are distributed as follows:
- Schools are allocated 2.7 billion hryvnias for 61 projects in frontline communities;
- Kindergartens will receive over 972 million hryvnias to build 18 underground shelters in the Vinnytsia, Dnipropetrovsk, Zaporizhzhia, Kyiv, Mykolaiv, Odesa, Sumy, Kharkiv, and Kherson regions.
Svyrydenko emphasized that tens of thousands of children will be able to attend classes in person or in a hybrid format under safer conditions, with fewer disruptions from air raid alarms. Priority is being given to frontline communities, with projects slated for completion this year.
