Average Salary in Ukraine Projected to Surpass 44,000 Hryvnias by 2029 Under New Government Forecast
Ukraine's Economic and Social Development Outlook for 2027–2029
According to ХВИЛЯ: The Ukrainian government has officially approved a forecast for the country's economic and social development covering 2027 through 2029, as outlined in Cabinet of Ministers Resolution No. 695. This document projects that the national average monthly salary will exceed 44,000 hryvnias by 2029, based on two distinct scenarios: an optimistic and a pessimistic one. For context, this forecast comes amid ongoing efforts to stabilize and grow Ukraine's economy despite continued challenges from the war.
Two Scenarios for Wage Growth
Under the optimistic scenario, the average nominal monthly wage (before taxes) is expected to reach 35,010 hryvnias in 2027, climb to 39,362 hryvnias in 2028, and hit 44,083 hryvnias by 2029. The pessimistic scenario projects a slightly lower trajectory: 34,409 hryvnias in 2027, 38,603 hryvnias in 2028, and 43,185 hryvnias in 2029.
The forecast also includes data on the total wage fund. In 2027, it is expected to range between 3.60 and 3.65 trillion hryvnias. By 2029, that figure is projected to grow to between 3.96 and 4.01 trillion hryvnias. The optimistic scenario assumes a reduction in security risks starting in 2027, while the pessimistic one accounts for the possibility of continued Russian aggression.
This forecast reflects the government's intent to drive economic growth and improve living standards for citizens.
By outlining two scenarios, the government aims to account for various external and internal factors that could shape the economic landscape. A key factor will be the reduction of security risks, which could positively influence the investment climate and labor market stability.
As the government outlines these ambitious salary projections, it is crucial to consider the broader context of Ukraine's economic strategies.
