In which regional state administrations the highest salary in Ukraine in autumn 2025

In September 2025, the average salary of employees of regional state administrations reached almost 60 thousand UAH in the leaders of the rating. This was reported by the Ministry of Finance. 

Regions with the highest salaries in regional state administrations

In terms of average wage, the leaders are:

1. Kharkiv region — 59.6 thousand UAH

2. Kherson region — 54.4 thousand UAH

3. Donetsk region — 50.5 thousand UAH

4. Sumy region — 49.0 thousand UAH

5. Luhansk region — 47.3 thousand UAH

6. Mykolaiv region — 43.8 thousand UAH

7. Kyiv region — 41.4 thousand UAH

8. Zaporizhia region — 37.9 thousand UAH

9. Khmelnytskyi region — 37.3 thousand UAH

10. Odesa region — 36.4 thousand UAH.

The lowest salaries are earned by officials in Chernivtsi region — 27.9 thousand UAH per month.

How salaries are formed in regional state administrations

The average monthly salary of employees of local state administrations includes all types of accruals according to the legislation: the constant part, bonuses, seniority allowances, guarantee and compensation payments.

According to the Ministry of Finance, regional differences are explained by staffing changes, level of positions, the scope of administrative load, and additional payments for participation in reconstruction programs and international projects.

Overall, the average salary of state administration officials in autumn 2025 exceeds the national average almost twice, indicating an increased level of responsibility of regional authorities in wartime.
