Which regional state administration has the highest salaries in the country

The Kharkiv Regional State Administration reported the highest average salary among OSA in the country for October 2025: UAH 58.8 thousand. Following are the Kherson (UAH 56.0 thousand) and Donetsk (UAH 53.0 thousand) regions. This is reported by the Ministry of Finance of Ukraine.

Salaries in OSA: where the highest payments are

The following regions also made it to the top in terms of average salary:

• Khmelnytskyi region: UAH 48.6 thousand

• Luhansk: UAH 46.7 thousand

• Mykolaiv: UAH 43.9 thousand

• Zaporizhzhia: UAH 41.0 thousand

• Kyiv region: UAH 40.5 thousand.

In the middle of the rankings are Dnipropetrovsk (UAH 35.4 thousand), Cherkasy (UAH 35.2 thousand), and Poltava (UAH 34.8 thousand).

Salaries in OSA: the lowest indicators in the ranking

The lowest average salaries were recorded in several regions, including:

• Sumy: UAH 29.6 thousand

• Rivne: UAH 29.1 thousand

• Zhytomyr: UAH 32.1 thousand

• Volyn: UAH 32.6 thousand

• Vinnytsia: UAH 32.7 thousand.

The ranking is composed based on the average salary indicator (thousand UAH) across regions and levels of positions, with the possibility of filtering by region and position category.
