Ukraine to Cut Over 4,000 Vacant Government Positions as Part of Civil Service Overhaul

Reforming Ukraine's Civil Service Structure

According to Рубрика — Суспільство: Ukraine is set to eliminate more than 4,000 unfilled positions within its central executive bodies as the first step toward streamlining and boosting the efficiency of the state apparatus. This restructuring will reduce the number of deputy ministers by about 20%, and deputy heads of other central executive agencies by nearly 18%, according to Prime Minister Serhii Koretskyi.

The Government Administration Council, which includes officials, parliamentarians, and experts, has resumed its activities. At its recent meeting, a comprehensive action plan was unveiled, designating responsible parties for each reform area. Koretskyi emphasized the importance of a thorough functional review, stating:

'The key priority is conducting a functional audit of the state apparatus. We will assess the roles of various bodies to ensure they align with the country's current realities and priorities before finalizing the organizational structure and staffing levels.' - Serhii Koretskyi, Prime Minister of Ukraine

Training Initiatives and Leadership Updates

The reform agenda also includes improvements to training programs tailored to specific job responsibilities. Special initiatives for youth incorporate informational campaigns and internships, alongside a dedicated program for veterans. Koretskyi highlighted that these changes aim to cultivate a professional civil service capable of delivering swift and effective results.

In addition, the government appointed Anaït Khoperia as head of the Center for Countering Disinformation under the National Security and Defense Council. Yurii Koniushenko was named acting head of the State Tax Service, and a new acting rector was installed at Taras Shevchenko National University of Kyiv ahead of upcoming elections.

This civil service optimization is part of a broader reform effort to enhance governance effectiveness and adapt to modern challenges. Reducing vacant positions and reallocating functions are intended to better align government capabilities with societal needs, potentially improving public service quality and reducing bureaucratic obstacles.
