According to ХВИЛЯ: Ukraine enforces a range of speed limits-from 20 km/h to 130 km/h-depending on the road type and vehicle category. Drivers who violate these rules face fines between 340 and 1,700 hryvnias, with possible license suspension in severe cases. These regulations are outlined in Section 12 of the country’s traffic code. For context, Ukraine has been steadily tightening traffic enforcement to improve road safety amid rising vehicle numbers.

Within built-up areas, the standard limit is 50 km/h, dropping to 20 km/h in residential and pedestrian zones. Outside cities, buses carrying organized groups of children, passenger cars with trailers, and motorcycles are capped at 80 km/h. Motorists with less than two years of experience must stay at or below 70 km/h. Trucks transporting people in their cargo beds and mopeds are limited to 60 km/h, while most buses (excluding minibuses) can reach up to 90 km/h.

Penalties for Speeding

On highways, the maximum speed is 130 km/h; on roads with a median barrier, it is 110 km/h; and on other roads, it is 90 km/h. During towing, the speed must not exceed 50 km/h. Special signs also regulate speed:

  • A white sign at the entrance to a populated area indicates a 50 km/h limit;
  • A blue sign (5.51) serves as informational, meaning urban restrictions no longer apply after it.

In Kyiv, authorities have abandoned a seasonal speed increase to 80 km/h. Exceeding the limit by more than 20 km/h results in a 340-hryvnia fine, while going over by more than 50 km/h carries a 1,700-hryvnia penalty. If speeding creates an emergency situation, the driver may face a 1,445-hryvnia fine or license suspension for up to one year. Drivers who pay within 10 banking days receive a 50% discount, provided the violation was recorded by an automatic photo-video camera. If stopped by police, the full fine applies.
