The government is changing the rules for selling used cars: what is now mandatory for car dealerships
According to hvylya.net: The Cabinet of Ministers adopted resolution No. 963 dated August 13, 2025, which introduces changes to the rules for selling used cars in Ukraine. Oleg Nazarenko, the General Director of the All-Ukrainian Association of Auto Importers and Dealers, reported that now car dealerships and other trading organizations will have the opportunity to buy cars without the obligation to register them at territorial recruitment centers and MIA service centers.
Previously, car owners had to limit themselves to only a few options for selling their vehicles, which often led to shadow deals. Now, the new rules will allow owners to deregister the car, sell it to the dealership as goods, and then the dealership will handle the sales process.
The government of Ukraine has adopted a resolution on changes in the rules for selling used cars, which will simplify the sales process for car owners and allow dealerships to deal with the sales of vehicles more efficiently.
