There will be no upper age limit for drivers: what the new draft law entails
According to the current regulations, Ukrainians can obtain driver's licenses depending on the category of transport: 16 years for mopeds and motorcycles, 18 years for passenger cars and trucks up to 7.5 tons, 19 years for vehicles with heavy trailers, and 21 years for buses and minibuses. Currently, there is no upper age limit for drivers.
In Ukraine, as of October 2025, only minimum age restrictions for obtaining a driver's license are in place. The legislation does not establish an upper age limit that would prohibit driving a car.

Despite numerous publications about the possible introduction of age restrictions for elderly drivers, no such changes have been adopted yet. Draft law No. 40559, which proposed additional requirements for drivers of retirement age, was officially withdrawn from consideration by the Verkhovna Rada in October 2025.
Currently, draft law No. 8082 is under consideration by parliament, which proposes mandatory medical and psychological checks for drivers over 65 years old. This initiative is part of the euro-integration reform aimed at improving road safety standards. The document also proposes reducing the validity period of driver's licenses for certain categories.
Violating the minimum age requirements is punishable by severe fines. Driving a car by a person younger than the established age is punishable by a fine of 3400 hryvnias, and repeat violations may result in a fine of 40,800 hryvnias and deprivation of the right to drive for 7 years.
Ukrainian legislation regarding driver's licenses does not contain an upper age limit for drivers. Although the introduction of additional restrictions for elderly drivers is being considered in parliament, no decisions in this direction have yet been made. Such restrictions may be important for enhancing road safety and improving the overall state of road safety in Ukraine.
