Draft Law Seeks Major Increases in Penalties for Speed Violations

According to ХВИЛЯ: Lawmakers in Ukraine’s parliament are preparing a bill that would dramatically raise fines for speeding, with a potential maximum penalty of 17,000 hryvnias for drivers who commit five or more violations within a single year. The legislation was developed jointly by the Ministry of Internal Affairs and the National Police, according to Olha Vasylevska-Smahliuk, a lawmaker from the Servant of the People party. Speeding remains a leading cause of road accidents in Ukraine, prompting this latest push for stricter enforcement.

Currently, drivers caught exceeding the speed limit by more than 20 km/h face a fine of 340 hryvnias, while those going over 50 km/h pay 1,700 hryvnias. Under the proposed revisions, penalties would see a sharp rise. Specifically, the fines for speeding would be:

  • Over 20 km/h – 680 hryvnias;
  • Over 40 km/h – 2,040 hryvnias;
  • Over 60 km/h – 2,720 hryvnias;
  • Over 80 km/h – 3,400 hryvnias.

It is important to note that the bill has not yet been passed by the parliament. 'The Verkhovna Rada is preparing to increase fines for speeding,' Vasylevska-Smahliuk stated. The proposal has sparked debate among lawmakers and the public, as the steeper fines could significantly alter driver behavior on the roads.

Road Safety Initiative

This crackdown on speeding is part of a broader government effort to improve road safety across Ukraine. Officials hope that higher fines will encourage drivers to obey traffic laws and reduce the number of speed-related crashes.
