A New Draft Law for Real Estate Market Regulation

According to ХВИЛЯ: The Verkhovna Rada of Ukraine is drafting new legislation to regulate the real estate market, aiming to remove unqualified agents and those evading taxes from the profession. The bill will establish a clear legal status for real estate agents, define entry requirements for the profession, and set out their duties and level of accountability to clients.

According to industry associations, the number of people working as real estate agents in Ukraine ranges from 45,000 to 80,000. However, experts estimate that only 2,000 to 3,000 of them are true professionals. Olena Shuliak, head of the parliamentary committee on state governance, noted that both property sellers and consumers of realtor services currently lack adequate protection. This legislative push is part of broader post-war efforts to formalize Ukraine's economy and build public trust in key sectors.

Seeking the Optimal Regulatory Model

Discussions are ongoing to select the best regulatory model, with the experience of European Union countries under consideration. As emphasized by the press service of the Verkhovna Rada, the primary goal of the document is to bring order to the realtor market, retaining only professional and responsible individuals. The future law is intended to be a crucial step in ensuring the reliability and quality of real estate services in Ukraine.

The planned regulation of Ukraine's real estate market could significantly reshape the industry by raising professional standards and providing better consumer protection.
