New Draft Law on Housing Policy

According to Главком: The Verkhovna Rada of Ukraine voted for draft law No. 12377 'On the Basics of Housing Policy', which abolishes the Housing Code of 1983 and changes the rules in the housing sector. The draft law was supported by 250 members of parliament. Work on the document lasted more than five months, during which about 2,000 amendments were made.

Main Changes in the Draft Law

The main changes proposed by the new law include:

  • provision of free housing for servicemen, rescuers, police officers, and orphans;
  • introduction of rent with the right of purchase, which will be available once after 10 years of rental;
  • obligation for tenants to pay into a special revolving fund;
  • transformation of the community into the owner of social housing to improve the availability of living conditions for Ukrainians.

Moreover, the draft law provides for the creation of a unified information and analytical system in the housing sector. Olena Shuliak noted that affordable housing is housing that individuals on the waiting list for improving their living conditions will be able to purchase on preferential terms. She also emphasized that rent with the right of purchase is one of the most popular tools in the European Union.

"No 'manual control' or lost papers," she added, describing the new approaches to managing housing issues.

It should be noted that housing reform requires new laws, including tax and social laws, which open new horizons for improving living conditions for Ukrainians.

The adoption of this draft law is an important step in reforming housing policy in Ukraine, which may affect social stability in the country. With new norms aimed at improving housing availability, it is expected that the level of housing provision for the population will increase, especially for vulnerable groups. Furthermore, the creation of an information and analytical system may increase transparency in housing relations, which will ensure effective management of resources in this important social sphere.
