According to hvylya.net: A working meeting was held in the Kyiv region with the heads of higher and vocational education institutions regarding the organization of the educational process under martial law. The event took place at the initiative of the Central Interregional Department of the State Service for Quality Education of Ukraine in collaboration with the Kyiv Regional Military Administration.

The participants of the meeting reviewed a number of critical violations identified during inspections in 2024-2025. Among them are exceeding licensed volumes upon admission, the fictitious nature of the competitive selection, and unsatisfactory attendance at classes. Systemic violations in the conduct of military registration documentation and the timeliness of data entry into EDEBO were also recorded.

According to Ruslan Hurak, the head of the State Service for Quality Education, over the past three years, more than 20% of full-time students are men over 25, whereas in the 2021/2022 academic year this share was only 4%.

The head of the State Service for Quality Education emphasized the need to consider the issue of revoking licenses for educational activities in case of violations. Based on the information obtained from Ukrainian universities, more than 50,000 men were expelled.

The heads of institutions also discussed the scale of the problem of the number of students over 25 in the Kyiv region and the next steps to eliminate the violations. Representatives of the regional military administration and the TCK and SP of the region joined the discussion.

It is also worth noting that in Ukraine, the compensation program for the education of veterans' children has been expanded.

The meeting in the Kyiv region on organizing education under martial law revealed serious problems in the educational sphere, such as exceeding licensed volumes, the fictitious nature of competitive selection, and an increased percentage of students over 25. The meeting also highlighted the need for decisive actions to address these issues in the future.
