Deferral through CNAP starting November 1: how 600 thousand Ukrainians will receive it automatically
According to hvylya.net: Starting November 1, a new digital mechanism for the processing and extension of deferrals from mobilization will be implemented in Ukraine. Documents can be submitted through the Centers for the Provision of Administrative Services (CNAP), and for many citizens, the process will occur automatically. The purpose of the innovation is to simplify the procedure, reduce bureaucratic burdens, and minimize the need to visit Territorial Recruitment and Social Support Centers (TCK).
How will the new mechanism work?
According to the infographic presented on air, 600 thousand Ukrainians will receive deferral extensions automatically. This applies to those citizens whose data is already stored in state registers. For other cases - for example, for the initial registration of a deferral (due to the birth of a third child) or if the automatic extension did not occur - it will be necessary to contact the CNAP.
'First of all, this concerns those conscripts who, for example, could not receive an automatic extension of the deferral, as it is possible only when the information is in the state registers,' explained Valeria Koval.
The algorithm of actions in the CNAP will be as follows:
- The conscript submits the necessary document package to the CNAP administrator based on the reason for the deferral.
- The administrator prepares the application and sends the documents for consideration to the relevant commission at the TCK.
- The decision will be sent to the applicant's registered email.
- The updated deferral status will be displayed in the 'Reserve+' application or can be obtained in the form of an extract from the electronic military registration document on the 'Diyа' portal or directly at the CNAP.
It is important that the CNAP only performs the function of document acceptance - the decision on the provision of deferrals is made by the TCK. 'The CNAP is a point of application acceptance for deferral. That is, the CNAP does not make decisions, does not issue deferrals... The territorial recruitment center makes the decision,' emphasized the deputy minister.
What to do before November 1?
The resolution on the new procedure comes into effect on November 1. Until that date, conscripts must submit documents directly to the TCK using the old mechanism. Koval emphasized that refusals by TCK to accept applications before November 1 are unlawful, as CNAPs do not yet have the technical capabilities and access to provide this service. In case the CNAP denies the provision of the service after November 1, the Ministry of Digital Transformation recommends reporting such cases via a special QR code for feedback collection placed in every center.
