Postponement of mobilization: who has the right due to family circumstances

Ukrainians have been informed about who can receive a postponement from mobilization due to family circumstances. Starting from November 1, new rules for obtaining temporary exemption from conscription, as described in Law No. 3543 'On Mobilization Preparation and Mobilization', come into effect. Now, a postponement can be arranged remotely through online submission of documents or at the administrative services center, without the need for mandatory personal presence at the territorial recruitment center. The status of the application can be tracked through the mobile application 'Reserve+'. Automatic extensions of postponements are now possible without repeated visits to the military recruitment center.

The new rules apply to men who have the right to a postponement due to family circumstances. Among those who can take advantage of this right, several categories of citizens can be highlighted:

According to Article 23 of Law No. 3543, citizens who have the following grounds are not subject to mobilization:
  • Raising three or more children under the age of 18;
  • Having a child with a disability of any group or a seriously ill child under 18;
  • Being single parents;
  • Being guardians or adoptive parents of an orphan child;
  • Caring for seriously ill relatives, a spouse, or parents with disabilities of I-II groups;
  • Being parents of children whose mothers are serving in the Armed Forces of Ukraine;
  • Having relatives who died or went missing as a result of hostilities.

For each category, a separate set of documents is required, and the duration of the postponement may vary. For example, parents of three or more children can receive a postponement subject to documentary confirmation of the family's financial support. Postponement due to caring for parents is possible if they have disabilities of I–II groups or require constant outside care.

Changes in legislation simplify the process of obtaining a postponement from mobilization due to family circumstances, allowing for this procedure to be carried out online or through the administrative services center. This makes the process more accessible and convenient for citizens who are entitled to a postponement from conscription.
