The deferral from mobilization will only be available through 'Reserve+' and CNAP starting November 1
Starting November 1, the procedure for submitting applications for deferrals from mobilization will change completely in Ukraine — territorial recruitment centers (TRC) will no longer accept documents in person. Now, the deferral can only be obtained through the 'Reserve+' application or at Centers for Administrative Services (CNAP). This is reported by RBC-Ukraine.
Until the end of October, those liable for military service still have the opportunity to submit documents under the old procedure directly at TRC. However, after this date, such requests will no longer be accepted. The Ministry of Defense emphasized that refusals after November 1 will be official, as the process transitions to a digital format.
How the application submission system for deferrals will now work
The new measures aim to simplify bureaucratic procedures and relieve the staff of recruitment offices. Applications for deferrals can be submitted:

through the mobile application 'Reserve+';

at any CNAP, regardless of registration location.
Additionally, part of the deferrals will be automatically extended by the state — without additional requests or documents. This applies to those categories whose data is confirmed by state registries or do not change over time.
Automatic extension of deferrals and the digitalization of the process
According to the new rules coming into force in November, Ukraine is transitioning to an electronic form of document submission and abandoning paper document circulation in the TRC. All requests submitted via 'Reserve+' or CNAP will be transmitted in electronic form to the Ministry of Defense's systems.
Digitalization aims to reduce queues, minimize corruption risks, and make the deferral process more transparent. Those who have not yet used the new channels are encouraged by the ministry to prepare for the transition in advance.
