Age Restrictions for Drivers: Can Seniors Over 65 Get Behind the Wheel
According to hvylya.net: The draft law that did not receive support included a number of changes in the process of renewing driver's licenses for elderly Ukrainians.
The Verkhovna Rada decided not to consider the draft law that provided for mandatory medical examinations and psychological tests for Ukrainians over 65 when renewing driver's licenses.
Changes Proposed
The draft law contained several key requirements for individuals over 65:
- Mandatory medical examinations when renewing licenses at age 65
- Passing psychological tests to assess cognitive abilities
- Frequent checks for drivers aged 70 and 75
Initiative and Its Reasons
The authors of the draft law referred to statistics on accidents involving elderly drivers, pointing to the deterioration of sensory functions and cognitive processes among older individuals.
Similar Initiatives in Europe
The European Union is also discussing the introduction of a system of mandatory checks for drivers aged 65 and over. European experts are actively discussing various possible options - from individual approaches to regular medical examinations for individuals aged 75.

Rules for Drivers in Ukraine
In Ukraine, there are no clearly established upper age limits for drivers. There are only minimum age requirements for obtaining a driver's license:
- 16 years - for motorcycles
- 18 years - for cars
- 21 years - for buses
Future of the Initiative
Although the specific draft law was rejected, this does not mean it is completely dismissed. The issue may be revisited after analyzing global experiences and public discussions. Currently, drivers of any age in Ukraine can use a car without additional age requirements.
The Parliament of the Verkhovna Rada decided not to introduce mandatory medical examinations and tests for Ukrainians over 65 applying for a driver's license renewal. This step keeps driver's licenses open for all citizens regardless of age; however, the issue may be revisited in the future after further discussions and studies by the public expert community.
