Road Safety Reform in Ukraine Gains Momentum

According to Главком: Following a devastating accident in Kyiv on June 5 that killed four people-including two police officers-Ukrainian lawmaker Serhiy Aleksieiev has called for sweeping changes to the country's road safety framework. Among his key proposals are a points-based penalty system for drivers, higher fines for pedestrians, and better lighting at road construction zones. The crash occurred around 5:30 PM at the intersection of Vadym Hetman and Ushynsky Streets in the Solomianskyi district, when a Mercedes-Benz C300 plowed into an underground pedestrian crossing. The victims included two men, a woman, and 12-year-old Hryhorii Hlushych. Three others were injured. The driver responsible had accumulated 39 prior traffic violations, sparking public outrage and political backlash.

Proposed Safety Measures

In an interview with the publication Glavkom, Aleksieiev emphasized that

“road safety must work as a cohesive system.”

He stressed the need for graduated speeding fines and highlighted the poor state of roads and lack of lighting at repair sites.

“All that is being proposed now is increasing driver responsibility for speeding. That will solve the road mortality problem by at best 10%,”

the deputy noted.

Aleksieiev also argued for greater accountability among pedestrians, who frequently break the law by crossing streets in unauthorized areas. “If there were substantial fines and administrative arrests, they would probably think twice,” he added. His proposals include a points-based system that would deduct points from drivers based on the severity of their infractions.

In response to the incident, Deputy Prime Minister Yuliia Svyrydenko announced on June 10 that the Ministry of Internal Affairs had submitted initial recommendations for improving road safety. These include:

  • Expanding the network of automated traffic enforcement cameras
  • Introducing legislation to regulate electric scooters

These discussions mark a significant push in Ukraine to reduce traffic accidents and enhance road safety, especially in light of tragedies caused by reckless driving. Implementing these new measures would require coordinated action from government agencies as well as broad public support.
