The Government of Ukraine has made changes to military registration rules, and now all men aged 25–60 who were not registered without legal grounds have automatically entered the Register of military personnel 'Oberih'. This decision threatens fines of up to 25,500 hryvnias. This is reported by 'Judicial and Legal Newspaper'.

Where the data about men for the 'Oberih' database comes from

The innovations approved by the Cabinet's resolution dated December 30, 2022, No. 1487, provide for the automatic entry of men's data into 'Oberih' without the need to visit the TCK. According to the Ministry of Defense, this will reduce the number of manual operations. Data about citizens is taken from state registers, including the Tax Service, the Ministry of Justice, the State Border Guard Service, the Pension Fund, and others, through the 'Trembita' system. 

This became possible due to the law on the digitization of military registration, adopted in April 2024. 'Oberih' integrates with registers to update data about Ukrainians,” noted former Deputy Minister of Defense Kateryna Chernogorenko.

For what men aged 25-60 will be fined up to 25,500 UAH

Key aspects of the innovation:

  • Automation of registration: men aged 25–60 who did not use 'Reserv+' and did not visit TCK are now in the 'Oberih' database.

  • Fines: violation of registration rules is punishable by fines from 17 to 25,500 hryvnias. In case of non-payment, bank accounts may be seized.

  • Data sources: information comes from the registers of the SPS, the Ministry of Justice, the State Border Guard Service, the Pension Fund, 'Dii', and others.

  • Electronic cabinet: data is available through 'Reserv+', where military personnel can check their status.

From the summer of 2025, 'Oberih' started exchanging data with the Pension Fund, obtaining information about individuals for whom employers pay contributions. This allows identifying citizens who avoid registration.
