From January 1, 2026, a new rental subsidy for IDPs with strict conditions for receiving has been introduced
Updated mechanism of state support for IDPs
According to ХВИЛЯ: Starting from January 1, 2026, an updated mechanism of state support for internally displaced persons (IDPs) has been implemented in Ukraine, allowing them to receive a rental subsidy under strict conditions. This new program aims to assist those who have been forced to leave their homes by providing financial support to cover rental costs.
IDPs can receive a direct rental subsidy, compensating part of the cost of the rented apartment. However, to qualify for this subsidy, certain conditions must be met:
- Official rental agreement. This means that all agreements must be documented to confirm the legitimacy of the expenses.
- The landlord cannot be related to the applicant, which complicates the possibility of receiving assistance for some individuals.
Furthermore, it is important to note that a family cannot simultaneously receive a subsidy and compensation under the 'Prykhystok' program. This rule is aimed at preventing the duplication of financial assistance and ensuring a more equitable distribution of resources among those in need. After submitting the application, the Pension Fund of Ukraine (PFU) reviews it within 10 days, ensuring the swift receipt of aid.
The state also covers expenses for gas, electricity, water, heating, and waste disposal, which can significantly reduce the financial burden on IDPs. The updated mechanism of state support offers new opportunities for those who are forced to find new housing due to the crisis, but at the same time requires adherence to strict conditions that may pose obstacles for many.

This program is an important step in supporting internally displaced persons in Ukraine, who face numerous challenges amidst economic and social instability. However, despite the positive aspects, strict conditions may limit access to assistance for some IDPs, highlighting the need for further improvement of support mechanisms.
