According to Кулеба: At the World Urban Forum WUF13 in Baku, new figures were presented on Ukraine’s reconstruction efforts during the war. According to the RDNA5 assessment, the country’s total infrastructure losses now exceed $195 billion. The most critical need is housing restoration, which alone accounts for $88 billion. Around 14% of Ukraine’s housing stock has been damaged or destroyed as a result of the fighting.
New Challenges and Evolving Approaches
During a speech, one of the speakers highlighted:
“Ukraine is not rebuilding after the war-it is rebuilding during the war.”
He further noted: “Russia is waging war not only against people-but also against our communities, homes, energy systems, schools, hospitals, and the entire urban environment.” Special attention was given to emerging challenges in urban development:
- security is now part of architectural design;
- energy efficiency is a pillar of resilience;
- shelters, self-sufficiency, and rapid adaptation are becoming the new reality of city planning.
The speaker expressed gratitude to Azerbaijan’s President Ilham Aliyev, the Azerbaijani government, and UN-Habitat for organizing the forum and for providing a platform to share Ukraine’s reconstruction experience on a global stage.
