Ukraine Introduces One-Year Military Contract for Volunteers Aged 60 and Over
New Military Service Provisions in Ukraine
According to Главком: Ukrainian President Volodymyr Zelenskyy has signed Decree No. 108/2026, establishing new rules for military service. This initiative creates a voluntary, one-year contract specifically for citizens aged 60 and older who wish to serve during the ongoing martial law period. The decree also outlines accelerated procedures for awarding military ranks and guarantees that volunteers will serve in their chosen position for a minimum of six months. This move comes as Ukraine seeks to leverage the skills and experience of its entire population in its defense against the ongoing invasion.
Terms of Service
Volunteers must submit an application and letters from unit commanders to recruitment centers. If a volunteer seeks to serve as an officer, the commander's letter is only provided after the candidate is approved by the General Staff of the Armed Forces of Ukraine. Crucially, those who sign a contract are guaranteed to serve for at least six months in their selected role. A change of position is possible at the soldier's own request or after six months in the assigned post.
It is essential to emphasize that this program is entirely voluntary and applies only to citizens deemed fit for service by a military medical commission. There is no mandatory mobilization of men aged 60 and over. The decree further stipulates that service members may receive their next rank ahead of schedule if they meet specific conditions, including:
- Serving in a combat unit engaged in hostilities;
- Performing special assignments.
Appointment to other positions, as well as the conferral of subsequent military ranks, is possible under certain conditions defined during martial law.
This decree is part of the Ukrainian government's broader efforts to mobilize additional human resources for the war effort. Tapping into the potential of older citizens, many of whom have prior service experience, could strengthen national defense capabilities. The voluntary nature of the program and its adherence to medical standards reflect an intent to ensure the safety of both service members and society at large.
