According to glavcom.ua: President of Ukraine Volodymyr Zelensky categorically stated that he does not recognize Donbas as Russian in any way – neither on paper nor in reality. He is interested in finding a compromise regarding the restoration of peace in the east of the country, but he pointed out that any agreements should not make this part of Ukraine's territory Russian. In particular, he stated that the importance of a free economic zone relates not to the subordination to the Russian Federation, but to dialogue about territorial issues that remain unresolved. This position of the president has sparked active discussions with foreign experts.

Austrian politician Gerhard Mangott expressed doubts about the U.S. plans to create a demilitarized economic zone in Donbas, as many aspects of the order remain unresolved, such as the legal status of the zone and the composition of its employees. Such an approach may turn out to be confusing and complicated to implement.

According to The Times, international analysts emphasize that even if Ukraine loses control over Donbas, Russia will not stop its invasions. This could be merely a strategic move for further strengthening Russia's positions in the region and at international negotiations.
