Zelenskyy's Diplomatic Mission Across the Middle East
According to ХВИЛЯ: During a tour of Saudi Arabia, the United Arab Emirates, Qatar, and Jordan, Ukrainian President Volodymyr Zelenskyy announced a new level of partnership between Ukraine and Middle Eastern nations. This cooperation will be formalized through ten-year strategic agreements covering critical areas including joint defense projects, the export of Ukrainian technologies, energy support, and expertise in protecting civilian infrastructure. This outreach to the Gulf states is part of Ukraine's broader strategy to build international coalitions and secure long-term support.
Zelenskyy identified the following as key areas of collaboration:

- Energy assistance
- Technology exports
Discussions included the potential export of Ukrainian defense systems, encompassing advanced technologies, software, and radio-electronic components. The Ukrainian President underscored the significance of this strategic alignment:
"I consider these to be historic agreements. We are agreeing on strategic cooperation in the miltech sector and other areas. We are talking about ten-year treaties. This is mutual assistance, without a doubt."
As part of the tour, Ukraine shared its operational experience with the Black Sea trade corridor, a vital element for cooperation with Middle Eastern states. The Gulf nations agreed to provide Ukraine with energy support. To finalize the documents, Secretary of the National Security and Defense Council Rustem Umerov will remain in the region.
The itinerary did not include a visit to Israel due to a lack of prior high-level and expert contacts. Zelenskyy also stated that Ukraine is prepared to halt strikes on Russian energy infrastructure if Russia takes reciprocal steps. Trilateral talks involving Ukraine, the U.S., and Russia are being delayed due to the situation in the Middle East. The President emphasized that Russia insists on Ukraine's withdrawal from the Donbas as a condition for any peace deal.
Security Guarantees and Defense Technology
Zelenskyy noted that the United States is prepared to provide security guarantees to Ukraine following a peace agreement. He also revealed that global monthly production of PAC-3 interceptor missiles is approximately 60 units and that discussions regarding anti-ballistic capabilities for Ukraine are ongoing with two countries.
